Rate Increases Expected
The project is being funded through a combination of federal infrastructure loans (the Water Infrastructure and Innovation Act (WIFIA)), investments from the City of Portland, municipal bonds, System Development Charges (from development), and utility revenue.
Sewer rates fund the sewer system, so a rate increase is needed to finance this essential investment.
The project team will be presenting a cost analysis and proposed sewer utility rate structure to Lake Oswego City Council at their September 1, 2026 meeting. A council report and agenda will be available at the meeting link on August 26. For more information, you can also view our FAQ page.
Virtual Community Information Sessions
Join project team members on Wednesday, September 16 or Thursday, October 1 from 6pm-8pm for a virtual community information session to learn the latest updates about the project, the proposed rate increases, and next steps. Both sessions will be recorded and available on the project webpage as webinars.

Next Steps
Lake Oswego City Council is expected to vote on the proposal and rate schedule at a Council Meeting in mid-October. The revised sewer rate would go into effect on July 1, 2027 for Lake Oswego utility customers.
